The scheme is targeted to be implemented from August 1, 2025, to July 31, 2027. This means that 35 million new jobs will be created in these two years, and the government has allocated a budget of approximately ₹99,446 crore. As we mentioned, this scheme has been launched to foster development in employment-related sectors. This scheme will create jobs in various sectors, including the salaried sector, the unorganized sector, and self-employment. Under the PM Viksit Bharat Rojgar Yojana, a target of creating 35 million new jobs over the next two years has been set.
This scheme will connect first-time workers and job-creating employers through a single medium. Both will be incentivized to encourage more youth to come forward and more employers to provide employment. Under these two processes, the government provides incentives and other benefits to both parties.
PM Viksit Bharat Rojgar Scheme Structure
Under this scheme, the scheme will be administered in two parts.

Scheme Structure for First-Time Employees
Under this scheme, employees entering employment for the first time will be provided special incentives and support, the structure of which is as follows:
Applicants who have not received contributions from the Employees’ Provident Fund Organization or any trust before August 1, 2025, will be included in this scheme. The scheme will also provide benefits from the EPFO, but only those employees who have been employed in an EPFO-registered establishment between August 1, 2025, and July 31, 2027. Only those employees whose monthly gross salary is less than ₹1 lakh will be included under this scheme.
Under this scheme, the employees appointed for the first time will also be given the benefit of EPFO by the government in which one month’s EPF salary will be given as incentive which will be divided into two installments, the first installment will be given on completion of 6 months of continuous service and the second installment will be given after completion of 12 months of continuous service and financial literacy training.
Structure for employer
Under the PM Viksit Bharat Rojgar Yojana, employers who are EPFO registered and have recently hired employees will receive a monthly incentive of approximately ₹1,000 to ₹3,000 per employee. However, the amount of this incentive will depend on the employee’s salary slab, region, and length of service.
Under this scheme, establishments with a capacity of 50 employees will be required to hire at least two employees. Establishments with a capacity of more than 50 will be required to hire at least five new employees. Establishments will receive this incentive for two years, and manufacturing establishments will receive this incentive for three to four years.

Eligibility for Employees
Only first-time employees will be covered under this scheme. Under the scheme, first-time employees will receive the first EPF installment after completing six months of service, and the second EPF installment equal to their salary after completing 12 months of service. However, new employees will only be eligible for contributions under this scheme if they work in an EPF-registered establishment.
Eligibility for Employers
Under this scheme, employers who create new jobs will receive monthly incentives from the government. This program will not only encourage employers to increase hiring numbers but will also ensure they have a high-quality workforce. This will not only create employment but also increase employer productivity. Specifically, in the manufacturing sector, this scheme will provide a substantial incentive for 3 to 4 years to encourage more youth to join the manufacturing sector and directly benefit the economy.

Benefits for Employees
Financial Assistance of ₹15,000 through 2 installments. First Installment will be provided after completing 6 months of service. Second Installment will be provided after completing 12 months of service + financial literacy training. Applicable to those employees earning up to ₹1,00,000 every month.
Benefits for Employers
₹3,000 will be provided every employee every month. Duration must be up to 2 years for eligible sectors. Incentives continue for the third and fourth years. New employees will earning up to ₹1,00,000 each month. his scheme will help companies accelerate recruitment and increase employment opportunities.
How is the PM Viksit Bharat Rojgar Yojana implemented?
The PM Viksit Bharat Rojgar Yojana (PMVVBY) has been implemented since August 1, 2025, and registration is mandatory within the next two years. That is, registration has become mandatory by July 31, 2027. Registrations are being accepted from both employees and employers under the scheme.
To register, employees must activate their Universal Account Number, link their Aadhaar and bank accounts, and complete a financial education model so they can receive an EPF amount equal to their salary in two installments upon joining the job. In addition, employers must activate their employees’ UANs on the portal and provide them with EPF benefits. Employers must provide the EPFO code, file monthly returns on time, and verify their employees’ service period on the portal.
